UNESCO World Heritage listing

Inscribed on the World Heritage List in 2004, the Royal Exhibition Building (REB) and Carlton Gardens reflects the global influence of the great International Exhibitions of the nineteenth century that intensified industrialisation and international trade.

World Heritage Management Plan

The World Heritage Management Plan for the Royal Exhibition Building and Carlton Gardens will ensure that current best practice standards are met when managing the Royal Exhibition Building and Carlton Gardens. It includes three site-wide plans (parts 1-3) that provide information and guidance for the management of the entire Royal Exhibition Building and Carlton Gardens and the two area plans (parts 4 and 5) are targeted at specific areas of the site.

World Heritage Strategy Plan

The World Heritage Strategy Plan for its ’buffer zone’ - also known as the World Heritage Environs Area - provides a buffer zone around the REB & Carlton Gardens. It includes mandatory height requirements for buildings in the World Heritage Environs Area buffer zone to protect the Outstanding Universal Value of the property. Amendment VC251 gives effect to the approved Strategy Plan through managing and controlling development outside the Royal Exhibition Building and Carlton Gardens but within the buffer zone.

Managing the Property

The Royal Exhibition Building is managed by the Victorian Government through Museums Victoria. The City of Melbourne manages the Carlton Gardens.

The World Heritage Steering Committee was established in 2004. It prepares the World Heritage Management Plan for the property. Members are appointed by the Minister for Planning. Heritage Victoria's Executive Director chairs the committee. It meets at least four times a year. Members are:

  • Julian Edwards, representative for City of Melbourne
  • Lynley Croswell, representative for Museums Victoria
  • Richa Swarup, representative for City of Yarra
  • Samantha Westbrooke, representative for the National Trust of Australia (Victoria).
