Who can make a submission?
Anyone can make a submission about an advertised application during the advertising period.
What is a submission?
A submission is a written statement explaining your views about an application, and how you may be affected if a permit is issued.
The submission will carry more weight if it is rational, factual and specifically addresses the proposal and relevant heritage matters.
A submission should:
- Be made using the public submission form
- Explain your views
- Relate to matters that Heritage Victoria must or may consider, including:
- How the proposal would impact the heritage significance of the place
- How the proposal would assist with the reasonable or economic use of the place
- How the proposal would impact on the conservation of the place
- How the proposal would impact on adjacent heritage places.
A submission is a public document and copies may be made available to other people or organisations, including the permit applicant and the Heritage Council of Victoria.

The Executive Director has requested the following heritage permit applications be publicly advertised.
Abbotsford Convent, Clarke Street and St Heliers Street, Abbotsford (VHR H0951)
Application P39573 for works to demolish the existing double-storey, 1970s brick building at 2-10 Clarke Street and its link connection to the Chapel, and the construction of a four storey (plus basement) residential development.

St Kilda Cricket Ground, Queens Road and Fitzroy Street and Lakeside Drive, St Kilda (VHR H2234)
Application P40484 for works to construct 4 light towers (for nighttime broadcasting).
Submissions close 24 June 2025.
Beehive Company Gold Mine: Main Street, Maldon, Mount Alexander Shire (VHR H1361)
Application P40992 for works to partially dismantle and rebuild the chimney structure’s upper section, with new capping and lightning rod modifications including structural repairs, brick and stone replacement, and restoration of mortar and render.

Former Royal Mint: 280-318 William Street and 391-429 Latrobe Street and 388-426 Little Lonsdale Street, Melbourne (VHR H0770)
Application P41023 for works to Construct a glass and steel pavilion with a flat roof on the site of the existing M Pavilion structure, reusing the current footings, and extending 1 metre wider on all sides.

Ballarat Botanical Gardens, Gillies Street and Wendouree Parade, Lake Wendouree (VHR H2252)
Application to replace existing timber deck with new larger decking including glass balustrade and stepped grassed area at Botanic Garden’s pavilion.
Submissions close 26 June 2025.
Colac Botanic Gardens, 1-5 Fyans Street, Colac (VHR H2259)
Application to upgrade the Lake Colac Holiday Park, including installation of new accommodation and amenities blocks and demolition of ten ensuite blocks.
Submissions close 1 July 2025.
