Conservation Management Plan (CMP) help owners better manage and conserve heritage places. A good CMP should; - provide a thorough understanding of the historical development of a place
- identify its cultural heritage significance, and issues that might impact on that significance
- develop clear and justifiable policies and actions.
Relevant statutory requirements and the Australia ICOMOS Burra Charter should be considered in the development of the CMP and its policies to inform the future development and use of the heritage place. Where necessary, specialist input from a range of heritage specialists may be needed including archaeologists, architectural historians, conservation architects, engineers, horticulturalists, historians, landscape architects and materials conservators.

A CMP provides a useful framework to inform the management of a heritage place, particularly where the place is controlled by several different managers or there are complex relationships between stakeholders. Heritage Victoria first produced its guidance on preparing a CMP and model brief in 2003. Although this document has been subject to minor amendments since then Heritage Victoria will be undertaking a major review of the guidelines.
